SC budget debate shifts to discussion on abortion

COLUMBIA, S.C. (AP) - Legislators argued about whether South Carolina's health insurance plan should allow abortions for victims of rape and incest or when a mother's health is endangered.

The debate which stretched well into Tuesday evening was an effort to undo an amendment added to the state budget last month as the House Ways and Means Committee finalized a $5 billion spending plan.

Denmark Democratic Rep. Bakari Sellers said the proposal was a misguided effort and doesn't take into account the trauma of women raped in alleys or assaulted by fathers.

But Chester Republican Rep. Greg Delleney said the legislation was about state-funded abortions in the state workers health plan. He said he'd offer an amendment to allow abortions to protect a mother's health. But he said a civilized society doesn't kill children.
