Tropical Storm Richard forms near Yucatan October 21, 2010 at 11:43 AM EST - Updated June 22 at 9:54 AM MIAMI (WCSC) — Tropical Depression 19 became Tropical Storm Richard Thursday morning. The storm has winds near 40 miles per hour and is located about 200 miles south of the Cayman Islands. Tropical Storm Richard is moving southeast at about six miles per hour. Tropical Storm Richard is expected to become a hurricane at some point and could impact the Yucatan peninsula over the weekend.
