BLUFFTON, S.C. (AP) - Bluffton has decided to allow a local couple to try operating a horse-drawn carriage tour for the next nine months.
The Island Packet of Hilton Head reports that Bluffton Town Council has voted to allow the tours to begin immediately, even before a final vote on the rules next month.
Alan and Kay Ulmer of Buckingham Plantation Stables are getting a provisional license for tours through September while officials evaluate the operation.
Police Chief David McAllister says allowing operation through the summer will give the police department time to determine how much effort is required to monitor the tour operations.
Supporters say the business will be good for the coastal town near Hilton Head Island. Some residents worry about animal waste and traffic issues.
