NORTH CHARLESTON, S.C. (WCSC) - The mayor of South Carolina's third-largest city delivered his annual message to residents Thursday night.
North Charleston Mayor Keith Summey presented his state of the city address Thursday at City Hall focusing on the city's fight with rail lines on the shipyard and former Naval base.
Summey is involved in a dispute with the state over plans for a rail yard at the base to serve a new port terminal there.
