Sheriff's Office: Woman kidnapped, sexually assaulted by next door neighbor

CHARLESTON, SC (WCSC) - A 52-year-old man was arrested Saturday after a victim told Charleston County sheriff's deputies that her next door neighbor raped her in his van. 

According to deputies, Cecil Cortez Kinsey, Jr. was arrested and charged with third degree criminal sexual assault and kidnapping.

The victim told deputies that Kinsey offered to give her a ride to Argonne Street when she was walking down Ponderosa Drive. 

The victim says she told Kinsey several times to take her to her boyfriend's house on Argonne Street, but instead, Kinsey took her to Limehouse Boat Landing where he locked the doors, pulled off her pants and underwear and then assaulted her. She reported that Kinsey held her down and confined her against her will. 

She also reported that when the assault was over, Kinsey dropped her off on Argonne Street. When the victim arrived at her boyfriend's house, she contacted her brother who contacted the victim's mother who then called the sheriff's office.

The victim was able to show deputies where the incident occurred and where the suspect lived. Deputies were able to recover evidence of the assault at the boat landing. 

Kinsey was arrested at his residence without incident after he was positively identified by the victim. The victim was taken to MUSC where she was treated and released.

Kinsey was released on a $30,000 bond Sunday morning.

    Emergency officials say police are working a high speed pursuit in North Charleston Wednesday evening.  According to authorities, it happened on Ashley Phosphate.  A call for the incident originated in the 5400 block of Rock Creek Court where police responded to a physical disturbance involving a weapon, emergency officials said.  We've reached out to police for more information.  Copyright 2018 WCSC.
