North Charleston says it will sue if rail terminal proceeds

North Charleston, SC (AP) - North Charleston says it will sue if the Army Corps of Engineers doesn't stop the state from building a rail terminal at the old Charleston Naval Base.

Mayor Keith Summey said Wednesday plans for a rail terminal at the north end of the old base violate an earlier agreement that there would be no trains in the area that the city has spent years redeveloping.

The rail terminal would be connected by a road serving a new State Ports Authority shipping terminal at the south end of the base.

The city says the agreement banning rail was part of a Corps of Engineers permit for the new port. It says it will sue in federal court if the corps doesn't block the rail project within 60 days.
