Police: 65-year-old charged after taking photos up woman's skirt

WEST ASHLEY, SC (WCSC) -

A 65-year-old man is facing a charge of voyeurism after police say he took photos underneath a woman's skirt in West Ashley last week.

A Charleston Police Department incident report states the alleged voyeurism happened last Thursday at 1812 Sam Rittenberg Boulevard.

According to the report, a 21-year-old woman was cutting some fabric at the bar around 1:30 p.m. when 65-year-old Richard Hutchings came near her and began to lean towards her. The victim told police she thought Hutchings was attempting to pick something up from a pile of construction debris when she noticed that he had a phone in his hand taking photos of her.

The victim said she was wearing a skirt and Hutchings was placing the phone at an angle so that it could capture images underneath the skirt.

The report states the victim told her boss and when he checked video footage, he saw Hutchings leaning over the victim with a phone in his left hand. The video shows Hutchings placing the phone at such an angle underneath the victim's skirt for a few seconds.

Police arrested Hutchings last Friday at his home on West Robinhood Drive.

He was taken to the Charleston County Detention Center, but was granted a $5,000 bond on Saturday, according to court records.
