Bond set at $100k for former cop charged for child porn

MONCKS CORNER, SC (WCSC) - Bond was set at $100,000 for a former officer with the Moncks Corner Police Department who has been charged with 20 counts of child pornography.

State Law Enforcement Division agents arrested 44-year-old Robert Carlton Shirer on Thursday and charged him with 20 counts of second-degree sexual exploitation of a minor.

According to Moncks Corner Police, Shirer resigned from his position as a Narcotics detective earlier this week.

Court documents state 20 different visual representations of minors engaged in sexual activity were found on a file-sharing network on Shirer's home computer.  The images were downloaded on August 27, according to the affidavit.

The South Carolina Attorney General's Internet Crime Against Children Task Force, the Greenwood Police Department in Indiana, and the Brevard County Sheriff's Office in Florida assisted SLED in the investigation.

Shirer is being represented by Scott Bischoff with the Savage Law Firm. Bischoff said the charges blind sided him and his client.

The 44-year-old's lawyer argued his client is a 20-year law enforcement veteran and is not a danger to the community.

Bischoff asked the judge to let Shirer off with a PR bond.

"We're actually shocked by this," said Bischoff. "We actually found out about these charges last night. I would propose based on his actions since this investigation started that I hope you would agree he is not a flight risk... Mr. Shirer is not going anywhere."

The judge agreed Shirer he wasn't a flight risk but he says if the charges against him are true and he is a former officer, it makes the charges even worse.

The judge ordered Shirer to have no unsupervised contact with minors and no internet or computer use.

According to court documents, police found pictures of minors on his home computer.

Shirer is currently being held in the Berkeley County Detention Center, however, Bischoff is trying to get his client out from behind bars as soon as he can.
