GEORGETOWN COUNTY, SC (WCSC) - A high school ROTC instructor is accused of placing a choke hold on a 17-year-old student and throwing him to the floor at a school in Georgetown County.
The Georgetown County Sheriff's Office has charged 47-year-old Phillip Welsh with third-degree battery.
Investigators say the incident happened at Carvers Bay High School on Wednesday. An incident report states Welsh placed the teen in a choke hold and threw the student to the floor.
Authorities say no injuries were reported to the victim at the time of the incident.
The sheriff's office is continuing the investigation.
