Police charge man in series of indecent exposure, assault incidents

MT. PLEASANT, SC (WCSC) - Authorities say they have arrested a Bowman man wanted for a series of incidents involving indecent exposure and sexual assaults in Charleston and Mt. Pleasant.

Mount Pleasant Police Department officers arrested 31-year-old Keith Preston Crum shortly after 3 p.m. Monday after woman who was sitting at the bus stop along Frontage Road near Bowman Road told them he exposed himself.

Officers arrived on scene and spoke with the victim and a witness, who provided a license plate number for the suspect.  An officer patrolling the area then saw a vehicle matching the description near Highway 17 and Shelmore Drive.  Police pulled the vehicle over and the driver, Crum, was taken into custody.

Mt. Pleasant Police Major Stan Gragg said detectives have worked with Charleston Police Department investigators to link Crum, a convicted sex offender, to a number of reported indecent exposure incidents and assaults.

Crum is facing 13 counts of indecent exposure in all, ten out of Mt. Pleasant and three out of Charleston.  He's also facing two counts of first-degree assault in Mt. Pleasant and one count of third-degree criminal sexual conduct in Charleston.

According to Mt. Pleasant police, Crum is responsible for attacks that date back to mid-April.

One of the earliest incidents reported happened in the Old Village on a Sunday morning.  Police say a woman running by the corner of Hyers and Pitt streets saw Crum gratifying himself while leaning against a tree in the front yard of a home.  The woman said she started running faster, but as she later came to a stop near Pitt and McCormick streets, she heard footsteps behind her.

When she turned around, the suspect was standing right behind her, still exposed, according to the police report.  The woman said she ran at the suspect, who ran off toward the old Pitt Street Bridge.

More recently, Mt. Pleasant police say Crum was seen gratifying himself under a tree next to the garden area of I'on, on Eastlake Drive, last Friday.

He's also accused of doing the same thing while looking into a window at the O'Neill Law Firm on Stuart Engals Boulevard.  Other reported incident locations in Mt. Pleasant include: Adluh Street in the Old Village,  an apartment complex off Wando Park Drive, along Chuck Dawley Boulevard, and on Dawn View Terrace, off Rifle Range Road.

On the morning of April 11, a female victim told Mt. Pleasant police officers that she was walking on Chuck Dawley Boulevard when she was grabbed from the rear by a white male subject. According to the victim, the subject put his arm around her neck and said,"Drop what you have in your hands...and do what I say and I won't hurt you."

The victim said after she dropped her phone, the subject touched her inappropriately. A police report states the suspect then picked up her phone and ran off.

On June 19, authorities also spoke with a female juvenile who said she was jogging in the area of Pocahontas Street when a male subject began jogging close to her. According to the victim, when the subject passed her at the corner of Pocahontas and Atlantic streets, he turned around and pulled his genitals out of his pants.

Investigators say on June 21 at 9 a.m., officers responded to Sandy Tide Cove for a report of a possible attempted sexual assault. A witness told police it all started when she heard the female victim screaming outside of her home. After letting the victim inside of her home, the witness called 911.

The victim told investigators she was on her morning run and approaching Etiwan Pointe Drive when she felt someone come up behind her and pull down her skirt.  The victim said she thought that it was her husband playing a trick on her. According to police, as the victim turned around, she fell onto her knees and noticed the subject was not her husband.

Police say the victim screamed and kicked the subject in the head and ran back towards Sandy Tide Cove.

Charleston police say on the morning of July 2, officers spoke to a 22-year-old woman who said a white male subject exposed himself to her. The victim said she first noticed the man watching her as she was walking on Coming Street.

The victim reported that as she was walking past the subject, she noticed he had a white T-shirt wrapped around his face, and he was sexually gratifying himself.

According to Charleston police officials, on June 4, a female victim reported that while she was in the area of Bull Street, she was pushed down and sexually assaulted by a white male subject.

Crum is being held in the Charleston County Detention Center and is expected in bond court at 2 p.m.  According to the National Sex Offender Registry, Crum failed to register as a sex offender in 2007, three years after he was placed on the list upon his conviction for assault and battery of a high and aggravated nature on a 13-year-old girl.

Crum has been convicted of grand larceny, driving under suspension, escape, and assault and battery of a high and aggravated nature.
