Teen arrested on reckless driving charges at track meet

East Haven police arrested 19-year-old Nicholas Arcand for recklessly operating an ATV near East Haven High School on Saturday afternoon.

According to police, officers were called to the high school around 5:20 p.m. on the report of an individual operating an ATV with a loud muffler.

Officers observed the ATV was being operated by a male they immediately recognized as Nicholas Arcand. Arcand was attempting to conceal his face with a piece of clothing. Upon seeing police, Arcand fled towards the west end of the school.

According to police, Arcand was operating the ATV in such a reckless manner that several attendees at a track meet ran from the roadway to avoid being struck by the ATV.

Police say Arcand then left the school area and exited onto Foxon Road and began traveling east at a high rate of speed.

Police say Arcand began passing cars on the right side of the road, entering into North Branford.

A short time later, officers located Arcand at his residence and placed him under arrest. Arcand initially denied having the quad or being involved. Police say Arcand later showed officers where he had hidden the ATV in the yard and admitted to operating the ATV on public roadways. The ATV was seized by police.

Police charged Arcand with second-degree reckless endangerment, operating with a suspended license and operating an unregistered motor vehicle.

Arcand was released on a $1,500 bond and is scheduled to appear in New Haven Superior Court on May 21.
