MONCKS CORNER, SC (WCSC) - Chad Sweatman has won the second runoff for Moncks Corner Town Council Tuesday night.
Sweatman received 356 votes while Jay Law got 334.
Certification will take place Thursday morning at the elections office.
According to election officials, there are three provisional ballots that the board will look at, but they will not change the outcome.
Officials said voter turnout was over 13%, more than the first election and first runoff.
A recount of votes from the July 16 runoff between the two candidates ended in a tie with each receiving 252 votes. The State Election Commission said the results had Sweatman down by a single vote, but a provisional ballot included in the recount led to the tie.
Law and Sweatman received the most votes of any candidates in the June 30 election, but since neither received the required "50 percent plus one," a runoff was required.
The seat was left vacant by Michael Locklier after he won the mayor's seat in May.
