Lots of talk, but not much action from SC Senate on roads

COLUMBIA, SC (AP) -

South Carolina senators spent five hours in committee meetings trying to hash out details of a bill to increase road funding.
    
In Wednesday's Senate Finance Committee, a few lawmakers discussed a new tax cut wrinkle - lowering the state's 5 percent sales tax. Each penny on the dollar charged raises about $800 million, more than enough to offset the Senate's current proposal to raise the gas tax and fees to bring in an extra $665 million for roads. They promised to study it further.
    
A subcommittee was discussing how to change the state Department of Transportation's board.
    
A specific bill hasn't been put together. Senators have agreed that any bill will need to put more money into roads, cut taxes elsewhere and change the structure of the DOT board.
