    South Carolina Gov. Nikki Haley declared a state of emergency Tuesday afternoon, calling for coastal evacuations before a dangerous hurricane moves just off the Lowcountry coast later this week.

CHARLESTON, SC (WCSC) -

Tri-County leaders say Charleston, Berkeley and Dorchester County governments will go to OpCon 3 at 5 p.m. Tuesday in advance of Hurricane Matthew.

They expect to OpCon 2 Wednesday at 8 a.m. and then to OpCon 1 at 3 p.m., the time South Carolina Gov. Nikki Haley said she expects to issue an evacuation order.

Haley said she plans to issue that order Wednesday to give one million people time to safely and comfortably leave the coast.

Haley said at a Tuesday news conference that she will finalize the order Wednesday morning unless there is a major shift in the storm's track.

State officials say lanes on major evacuation routes will be reversed. It would be the first major evacuation since Hurricane Floyd in 1999 when the governor at the time didn't reverse the lanes and Interstate 26 became backed up for hours and traffic was at a standstill. A two-hour drive from Charleston to Columbia turned into a 24-hour nightmare.
