CHARLESTON, SC (WCSC) - The seemingly never-ending saga of the failed V.C. Summer nuclear power plant and who pays for it is like the Energizer bunny. It just keeps going.

Dominion Energy seems ready to buy SCE&G's parent company, SCANA, and send every customer a check for $1,000.

The legislature voted to cut electricity rates by 15 percent. SCE&G sued to block the rate cut.

At stake is a lot of money, but most importantly, a final answer to what seems like a silly question: Who pays for the $9 billion failed nuclear project -- the utility company that decided to build it but then backed out or you, the customer, who never benefited but have to keep writing the checks?
