Guardian of abused girl files lawsuit against DSS

SPARTANBURG, SC (WCSC) - The guardian of an abused child has filed a lawsuit against the South Carolina Department of Social Services, claiming the department knew the child was in danger, but did not act to protect her.

The lawsuit, filed in Spartanburg County, alleges the guardian reported her concerns to DSS three times over a 10-day span in 2013.

Several months later, the 21-month-old girl suffered bruises, bite marks, and fractures to her arm, wrist and leg.

Robert Lee Steadman, the live-in boyfriend of the victim's mother, plead guilty to child abuse.  He was sentenced to 20 years in prison in 2014.  According to the solicitor's office, Steadman said he also pulled hair out of the child's head because she would did not stop crying.

The lawsuit seeks damages.
